What the Hospital Can Provide Under Chinese Rules

China's medical-record rules identify records that patients or authorized applicants can request through the hospital's formal process. The list includes outpatient and inpatient records, test reports, medical imaging materials, operation and anesthesia records, pathology reports, nursing records, and discharge records. Copies provided through the formal process are checked and marked by the medical institution, and a copying fee may apply.

Billing documents are a separate request. National Health Commission price-management rules require medical institutions to maintain fee-list systems. The list should show information such as the service, medicine, or consumable name, unit price, quantity, and amount. Ask for both the clinical record and billing record when the claim needs both.

The Receipt Is Not the Same as Proof of Payment

An official receipt records the hospital charge. Proof of payment records how you paid it. An insurer may ask for either or both.

Peking Union Medical College Hospital states that its electronic medical charge receipt has the same legal effect as the paper receipt for reimbursement. It also explains how patients can retrieve the electronic receipt through official hospital systems and verify it through the national fiscal electronic-bill platform.

If a charge was refunded, do not submit the old receipt as if it were still valid. The hospital notes that a refunded electronic receipt is marked accordingly and can no longer be used as a reimbursement voucher.

Translation and Certification: Ask Before Ordering
